In a decisive move against illegal trade, President Ferdinand R. Marcos Jr. oversaw the destruction of nearly three million smuggled electronic vapes, valued at PHP3.26 billion, at the Bureau of Customs (BOC) grounds at South Harbor, Port Area, Manila, on Monday.
The confiscated items, including vapes, parts, and accessories, were seized during 10 separate operations conducted by the Port of Manila (POM), Manila International Container Port (MICP), and the BOC Intelligence Group. This initiative forms part of the government’s intensified efforts against illegal imports, particularly harmful products linked increasingly to underage users.
Commitment to Public Health and Safety
President Marcos emphasized that tackling illegal vape imports goes beyond mere regulatory compliance—it directly addresses significant public health concerns. “These illegal imports are harmful, not just because they bypass legal procedures but because they endanger the safety of our youth and the general public,” Marcos stated during the destruction event.
Escalating Anti-Smuggling Operations
The President praised the BOC’s consistent efforts to combat smuggling, noting the considerable increase in the seizure of illegal goods. “I’m happy to report that our capacity to intercept and destroy smuggled goods has significantly improved over the past year and a half,” Marcos announced. In 2023 alone, the government confiscated illegal vape products worth over PHP3 billion, highlighting a continued upward trend in enforcement effectiveness.
Between January and March 2025, authorities are already on track to surpass last year’s total seizures, reflecting the government’s resolute stance against the illegal vaping market.
Regulatory and Legal Enforcement
The illegal vapes seized were brought into the country without necessary permits, violating the Vaporized Nicotine and Non-Nicotine Products Regulation Act (Republic Act No. 11900). These products, frequently targeted at minors, pose serious health risks.
President Marcos reinforced the administration’s commitment to rigorously enforcing regulations on vapor products and smuggled tobacco goods, highlighting the importance of addressing this dual threat to public health and economic security.
Continued Efforts in Combatting Illegal Goods
In 2024, the BOC executed 48 operations specifically targeting vape and e-cigarette smuggling, confiscating products valued at PHP6.658 billion. This ongoing destruction initiative signals a sustained government effort to protect public health standards and reduce illegal trade.
BOC data reveal that over two million illegal vape products worth PHP3.26 billion were seized in 2023 alone, with similar operations continuing through 2025.
