Cope Thunder Philippines (CT PH 25-1) Begins at Clark Air Base with PAF and PACAF Enhancing Joint Operational Readiness

In a significant step towards boosting defense collaboration and operational capabilities, the Philippine Air Force (PAF) and the United States Pacific Air Forces (PACAF) officially commenced the Cope Thunder Philippines (CT PH 25-1) exercise on April 3, 2025, at Clark Air Base in Mabalacat City, Pampanga.

The opening ceremony was led by PAF Chief Lt. Gen. Arthur Cordura and PACAF Air National Guard Mobilization Assistant Maj. Gen. Christopher Sheppard. The exercises, scheduled until April 18, will take place at multiple strategic locations in Northern Luzon, including Basa Air Base, Clark Air Base, and Colonel Ernesto Ravina Air Base in Tarlac.

Comprehensive Joint Operations

CT PH 25-1 involves 729 personnel from the Philippine Air Force, deploying advanced aircraft such as FA-50PH fighter jets, A-29B Super Tucano light attack aircraft, and S-76A and S70i Black Hawk helicopters. The exercises are designed to enhance air combat capabilities and improve the tactical coordination between the forces.

PACAF has contributed significantly to the drills, deploying 250 personnel and 12 F-16 fighter jets. This joint operation highlights combined efforts in advanced fighter aircraft maneuvers and close air support missions, simulating complex operational environments.

International Collaboration and Observer Program

For the first time, the Philippines is hosting an International Observer Program within CT PH 25-1, emphasizing its strategic importance in regional security. Representatives from air forces such as the Royal Malaysian Air Force, Royal Thai Air Force, Royal Australian Air Force, Japan Air Self-Defense Force, and Indonesian Air Force are participating as observers, sharing expertise and strengthening multinational defense cooperation.

Expert Exchanges and Specialized Training

A key feature of the exercise includes subject matter expert exchanges, covering a broad spectrum of military operations, including fighter and close air support, helicopter operations, cybersecurity, communications, aircraft maintenance, logistics, security, and medical services. This extensive training aims to improve operational efficiency and interoperability among participating forces.

Strategic Defense Partnership

CT PH 25-1 underscores the enduring partnership between the Philippines and the United States, contributing significantly to the modernization program of the Philippine Air Force. The exercise enhances defense capabilities, fostering deeper defense relations and fortifying regional security cooperation within the Indo-Pacific region.

The continued execution of joint exercises like Cope Thunder reaffirms the Philippines’ commitment to maintaining a robust, modern military force capable of addressing evolving security threats, thereby reinforcing regional stability and peace.
